Thursday February, 5 2009 @ 08:42:14 Nature: Service Call Address: 26591 , Millsboro, DE 19966 On Thursday, February 5, 2009 at approximately 8:42 a.m., the Indian River Volunteer Fire Company was alerted for a service call at 26591 Brockton Pass - Fairfield Development – off Long Neck Road. Upon arrival of emergency response personnel, it was determined to have a broken water pipe on the lowere level of the multi-story residential townhome development. During the night and morning hours, temperatures hovered around freezing or below and much of the area was covered in a light snowy condition. These cold temperatures resulted in the residential water pipes freezing inside this residential facility. The incoming water supply and electrical utilities were shut-off and the residential property managers were notified as well as the residential property owners. The Sussex County Emergency Operations Center was notified that water to the residential complex was shut-off until repairs could be coordinated. This incident is approximately the tenth unit that has succumb to this inclement weather condition and many of the residential structures are secondary residences with minimal or no heat being activated during the winter months. The estimated personnel costs (17 members @ Delaware Minimum Wage Rate plus social security costs) and equipment response costs (flat billing rate as determined by FEMA) for these water flow incident are estimated to be $303.58 for the incident. The incident response was fourteen (17) members for 55 minutes in-service.
