Thursday January, 22 2009 @ 12:27:55 Nature: Structure Fire Address: 35386 Winthrop Ct Millsboro, DE 19966 On Thursday, January 22, 2009, the Indian River Volunteer Fire Company was alerted for a structure fire at Winthrop Court – Fairfield Development – off Long Neck Road. Upon arrival of emergency response personnel it was determined to have a broken fire sprinkler pipe on the top floor of the multi-story residential townhouse development. During the evening hours, temperatures hovered around freezing for approximately the fourth or fifth night. These cold temperatures resulted in the residential water pipes freezing inside many of these residential facilities. This water flow condition resulted in water permeating the multiple story structures causing the fire alarms to be activated and significant amounts of interior damage associated with the water flow conditions. The ingoing water supply and electrical utilities were shut-off and the residential property owners were notified as well as the complex management firm. The Sussex County Emergency Operations Center was notified that forcible entry measures were employed as well as the fire alarm system was shut off until repairs could be coordinated. The estimated personnel costs (14 members @ Delaware Minimum Wage Rate plus social security costs) and equipment response costs (flat billing rate as determined by FEMA) for these water flow incident are estimated to be $427.24 for the incident. The incident response was fourteen (14) members for 56 minutes in-service.
